Chairperson Nixt stated that City Council is generally supportive of a development along these
lines, with less density, and they feel it is an appropriate land use. Planning has heard all the
arguments and now has a decision to make.

Public Bearing ~djournment

Motion by Chairperson Nixt and seconded by Commissioner Cleveland to adjourn the public
hearing relating to Skyline Pointe Preliminary Plat, Comprehensive Plan Amendment and
Rezoning.

Motion carried. Voting Yes Chairperson Nixt, Commissioners Cleveland, Brauer, Hunt, Van
Scoy, Levine and Trites Rolle. Voting No. None. Absent: None.

The public hearing adjourned at 9:39 p.m.

Commission Business

Commissioner Bauer noted that the City is preserving space on the east side of County Road #5
for hopefully another school someday.

Commissioner Van Scoy stated he feels the entire property should remain at R-I low density .
residential zoning; he doesn't see the need for more townhomes in this area.

Commissioner Cleveland agreed but noted traffic and access issues will not go away, even with
R-I development. Some traffic remedies are needed in this area, but that is not for the Planning
Commission to decide. Tonight's task is to discuss housing needs and the bungalows do offer
something for the empty nesters. However, Ms. Cleveland stated that she will not vote to
approve a comprehensive plan amendment.

Commissioner Trites Rolle stated that it is a beautiful plan but she has a great deal of concern
with the Alpine access and traffic, which also involves the County. She would be concerned
about adding that volume of traffic to the area without other things being place at the same time. .

Motion by Commissioner VanScoy and seconded by Commissioner Levine to recommend that
City Council deny the request for a Comprehensive Plan Amendment for the Skyline Pointe
development, based on the following: a) traffic volumes; b) inadequate rationale for additional
density in the area.

Motion carried. Voting Yes: Commissioners Van Scoy, Levine, Cleveland, Trites Rolle,Hunt.
Voting No: Chairperson Nixt. Abstain: Commissioner Brauer.

Chairperson Nixt explained that his vote is based on City Council opinions regarding the change
in land use.

Planning Commission/July 10,2006

P9
