<br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-__ <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A DRIVE- THRU FOR <br />KLEIN BANK AS PART OF A PROPOSED IN THE TC-2 TOWN CENTER DISTRICT <br /> <br />WHEREAS, HTG Architects, hereinafter referred to as the "Applicant," has properly <br />applied for a conditional use permit to operate a drive-thru for Klein Bank store in the TC-2 <br />Zoning District on property legally described as follows: <br /> <br />Outlot H, Ramsey Town Center Addition, Anoka County, Minnesota <br /> <br />("Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Ramsey City Code on August 3, 2006, and that said public hearing was properly advertised <br />and that the minutes of said public hearing are hereby incorporated by reference. <br /> <br />2. That the Applicant has submitted a site plan to construct a 15, 500 square-foot bank with drive- <br />thru within the Ramsey Town Center development. <br /> <br />3. That the Ramsey City Council adopted the Town Center Zoning District on September 23, <br />2003. <br /> <br />4. That the Subject Property is zoned TC-2 and is located inside the urban service area. <br />(MUSA). <br /> <br />5. That the TC-2 Zoning District states that buildings with drive-thrus are permitted as a <br />conditional use within the.District. <br /> <br />6. That the proposed drive-thru is located on the northern side of the building adjacent to West <br />Ramsey Parkway. <br /> <br />7.. That the proposed use will/will not adversely impact traffic in the area. <br /> <br />8. That the proposed use will/will not be unduly dangerous or otherwise detrime:q.tal to p~rsons <br />residing or working in the vicinity of the use or to the public welfare. ,- <br /> <br />9.
