We offer the following <br />comments: <br /> <br />General: The property proposed to be platted consists of an unplatted lot with frontage on <br />Highway 10 and Rivlyn Avenue, and Outlot A of Dickenson's Mississippi Estates 2nd Addition. <br />Outlot A has frontage on the Mississippi River. The unplatted lot contains an existing <br />commercial building that will remain after platting. The sketch plan, proposes 11 detached <br />townhomes and 1 new single-family lot. The townhomes will be subject to a site plan review for <br />all other aspects of the proposal including but not limited to architectural standards, off-street <br />parking, structure setbacks, and landscaping. The results of the site plan review may impact the <br />actual number oftownhomes to be developed on the property. <br /> <br />Zoning: The parcel with Highway 10 frontage is zoned E-l Employment, while Outlot A is <br />zoned R-I Residential. The City is currently processing some changes to the R-2 Residential <br />zoning district that will establish standards for detached townhomes. Detached townhomes are <br />currently allowed in the R-l District as a Planned Unit Development (PUD). The development of <br />the property with townhomes will require a Comprehensive Plan Amendment and Zoning <br />Amendment fot a portion of the industrial parcel; staff is recommending that this area be <br />considered for a Medium Density Residential/R-2 designation, to utilize the new townhome <br />standards. <br /> <br />Approximately half of Outlot A and a small portion of the other lot are located within the Critical <br />Area overlay district for the Mississippi River. MnDOT and the DNR will also b~ reviewing the'" <br />, plat because of its Highway 1 0 and river frontage, Staff has sent the sketch plan to' ~oth agencies <br />for comment. <br /> <br />69 <br />
