Revenue Source <br />Property Taxes <br />Licenses and Permits <br />Intergovernmental Revenues <br />Charges for Services <br />Fines and Penalties <br />Interest <br />Miscellaneous <br />All internal control evaluations occur within the above framework., .:We` <br />believe that the City's internal accounting controls adequately safe- <br />guard assets and provide reasonable assurance of proper recordingāof <br />financial transactions. <br />Budgetary control is maintained through the issuance of purchase <br />requisitions and purchase orders. Purchase orders which would result <br />in an overrun of the budgeted allotments are not released until addi- <br />tional appropriations are made available. <br />The City and It's Services <br />This report includes all of the funds and account groups of the City. <br />It includes all activities considered by the U.S. Bureau of Census to <br />be part of (controlled by or dependent on) the City. Independent <br />School District Nos. 11 (Anoka- Hennepin) and 728 (Elk River) are <br />partially located in Ramsey and provide elementary and secondary <br />education services to students within the corporate limits of Ramsey. <br />These independent school districts are governed by their respective <br />school boards; therefore, financial data applicable to them has <br />been excluded from this report. <br />The City provides a variety of municipal services. These include <br />police protection, streets, animal control, public improvements, <br />planning and zoning,and general administrative services. The City <br />contracts for fire protection from the neighboring cities of Anoka <br />on the southern border, and Elk River on the western border. <br />The financial condition of each of the City's funds as of December 31, <br />1982 and the results of each funds operation for the year, together <br />with a comparison of these results to budget estimates and a compar- <br />ison to the previous years results is presented within the financial <br />section of this report. <br />General Governmental Functions <br />Revenues for general governmental functions totaled $981,824 in 1982, <br />a decrease of 3.1 percent from 1981.
