April 15. 1986 at the Ramsey <br />Municipal Center. 15153 Nowthen Blvd. N.W.. Ramsey. Minnesota regarding the <br />establishment of two Storm Sewer Taxing Districts. <br /> <br />Members Present: Mayor Gary Heitman <br />Councilmember Arnie Cox <br />Councilmember Jean Schlueter <br />Councilmember Al Sorteberg <br />Councilmember Gary Reimann <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Also Present: City Administrator Dave Hartley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Heitman called the public bearing to order at 7:30 p.m. and led in tbe <br />Pledge of Allegiance to the Flag. <br /> <br />HEARING BUSINESS <br /> <br />Mayor Heitman stated tbat tbe purpose of tonight's hearing is to discuss tbe <br />proposed establishment of storm sewer taxing districts. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Goodrich - This public hearing is to: 1) educate the public about the <br />proposal; 2) educate City Council on the public's thoughts about the proposal. <br />This process will enable Council to make a better decision. We will be <br />discussing the possibility of Council adopting an ordinance. pursuant to State <br />statute. If the ordinance is adopted. it would establish a sewer improvement <br />taxing district. Council does have the authority to adopt this ordinance by a <br />4/5 majority vote. The process for adopting an ordinance in Ramsey is: 1) <br />ordinance introduction; 2) minimum 3 day waiting period before adoption of <br />ordinance; 3) if adopted. ordinance becomes effective 30 days after first <br />publication in official newspaper; 4) effectivity interim period allows <br />opportunity for citizens to request a referendum on the ordinance. In order to <br />call for a referendum on this ordinance or any city ordinance. 5 citizens must <br />draft a petition and obtain the signatures of 10% of the registered voters at <br />the last city-wide election. If the ordinance is adopted and effective, <br />Council has tbe authority to "acquire, construct, reconstruct, extend, <br />maintain, and otherwise improve storm sewer systems and related facilities <br />within the district." That construction could not occur until Council follows <br />certain procedures set down in tbe City Cbarter (same procedures as in <br />Minnesota Chapter 429 addressing special assessments). Part of that procedure <br />includes a public bearing at wbicb time the estimated costs of tbe improvement <br />are made known.
