He attended the Planning and Zoning meetin& that <br />addressed this case and it seemed to be a land issue to that Commission, i.e., <br />road alignment, signage, lighting, etc. Mr. Beissel 8tated that he wants the <br />issue of cemeteries and their permanence addressed. Cemeteries are land that <br />is taken off the tax roles forever and can never be encroached upon. There are <br />no guarantees the church ~ill al~aY8 be at this location; if approved, the <br />cemetery ~ill always be there. The City Attorney should research the issue of <br />perpetual maintenance. Planning and Zoning recommended fencing and gating only <br />the access road to the cemetery; how will snowmobilers be kept off the <br />property? Will there be a well installed for lawn maintenance? Who will pay <br />for the road? How can a non-profit organization take on such a formidable <br />task? Church members were offered first choice on cemetery plats; what was <br />the response to that offer? Who will manage the cemetery? More effort has <br />been put into transferring the cable franchise and cable is something that can <br />be removed in the future. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember Cox stated that a Cemetery Committee was formed a year ago and a <br />lot of effort has gone into studying the cemetery situation in Ramsey. <br /> <br />Mr. Bill Jenson stated that he is a member of Cross of Hope Church and was <br />appointed to the Cemetery Committee with respect to this particular location. <br />The intent is to utilize the southern portion of two 10 acre tracts as a <br />cemetery. The plan is to ultimately develop 6600 grave sites in this 8-1/2 <br />acres; initially, 1300 grave sites would be developed in the northwest corner <br />of the site.
