That Mr. Jame. Roberts. hereinafter referred to as "Applicant." hat <br />properly applied for a conditional u.e permit to operate a telephone and <br />catalog sales and repair service for firearms from his home at 7441 164th Lane <br />N.W. <br /> <br />2. That the Applicant appeared before the Planning and Zoning Commission for a <br />public bearing pursuant to Section 170.016 of tbe City Code on May 6. 1986 and <br />said public bearing was properly advertised and minutes of tbat public hearing <br />are bereby incorporated by reference. <br /> <br />3. Tbat tbe property whicb is the subject of tbe application is located at <br />7441 164tb Lane N.W. and is legally described as follows: <br /> <br />The north 233 feet of the east 200 feet of the west 899 feet of tbe Nortb <br />Half of the Nortbeast Quarter of Section 16. Townsbip 32. Range 25 <br />(subject to a road easement over the soutb 33 feet tbereof) together with <br />an easement for road purposes in common witb otber uses tbereof. Anoka <br />County. Minnesota. <br /> <br />4. Tbat tbe subject parcel is approximately 1 acre in size and is located in <br />tbe R-l residential district. <br /> <br />5. That the property is zoned 1-1 residential and a repair and telepbone and <br />catalog sales service for firearms is not a permitted use in tbis district. <br /> <br />6. That tbe adjoining properties are zoned 1-1 residential. <br /> <br />7. That tbere are no other similar permitted uses in the 1-1 residential <br />district. <br /> <br />8. That tbere would be a minor increase in traffic flow to the area. <br /> <br />9. That the proposed use will not be detrimental to persons living in tbat <br />area or to the general public and it will not impair the enjoyment of other <br />properties in that area. <br /> <br />10. That tbe Criteria for Approval/Disapproval are as follows: <br /> <br />a. That the Applicant's request will not be detrimental to tbe bealth or <br />general welfare of the public; <br /> <br />b. That tbe proposed use will not be unsigbtly or obnoxious in appearance; <br /> <br />c. That tbe proposed use will not binder tbe orderly development of the R- <br />1 residential district; <br /> <br />d. That the proposed use will not restrict the enjoyment of other property <br />in the vicinity; and <br /> <br />~ <br />
