Tom Wright representing Trott Brook Cospel Hall, hereinafter <br />referred to as "Applicant," has properly applied for a conditional use permit <br />agreement to expand the existing church facility at 17320 Nowthen Boulevard <br />N.W. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2. That the Applicant appeared before the Planning and Zoning Commission for a <br />public hearing pursuant to Section 170.016 of the City Code on Hay 6, 1986 and <br />said public hearing was properly advertised and minutes of that public hearing <br />are hereby incorporated by reference. <br /> <br />3. That the property which is the subject of the application is located at <br />17320 Nowthen Boulevard N.W. and is identified by property identification <br />number: 03-32-25-43-0002, Anoka County, Minnesota. <br /> <br />4. That the subject parcel is approximately 1.1 acres in size and is located <br />in teh R-I residential district. <br /> <br />5. That the property is zoned R-I residential and churches are not permitted <br />uses in this district. <br /> <br />6. That there is an existing church facility on the property and the Applicant <br />is proposing to expand that church facility. <br /> <br />7. That there are other similar permitted uses, church facilities, in the R-I <br />residential district. <br /> <br />8. That the adjoining properties are zoned R-I residential. <br /> <br />9. That the expansion of the church will not be detrimental to persons living <br />in that area or to the general public and it will not impair the enjoyment of <br />other properties in that area. <br /> <br />10. That the Criteria for Approval/Disapproval are as follows: <br /> <br />a. That the Applicant's request to expand the church facility will not be <br />detrimental to the health, safety or general welfare of the public; <br /> <br />b. That the proposed use will not be unsightly or obnoxious in <br />appearance; <br /> <br />I <br />I <br /> <br />c. That the proposed use will not restrict the orderly development of the <br />R-I residential district; <br /> <br />d. That the proposed use will not restrict the enjoyment of other property <br />in the vicinity; and <br /> <br />e.
