Mr. Sylvester stated that gate location has not yet been determined but vehicular access to the cemetery after hours will not be allowed. Item 112 shall be added to the permit agreement and read as follows: 'That some form of security to restrict unauthorized vehicle access to the area shall be included in the development plans.' Item #13 shall be added to the permit agreement and read as follows: 'That the cemetery will be open to any persons requesting to purchase burial space.' Mr. Sylvester noted that the cemetery charter is leaning towards allowing ground level grave markers only for maintenance and aesthetic purposes. There are no plans for any structures to be built within the cemetery proper. Motion by Commissioner Howell and seconded by Commissioner Deemer to recommend City Council approve of the request by the Cross of Hope Lutheran Church and Mr. Bob Sylvester for a conditional use permit to establish and operate a cemetery at 5730 - 179th Lane BW contingent upon the appicants entering into a conditional use permit agreement, as amended, with the City. Amendment by Commissioner Zimmerman and seconded by Commissioner Deemer recommending that the City not become involved in constructing an access road to the cemetery proper. Amendment carried. Voting Yes: Chairman Peterson, Commissioners Shumway,. Deemer, Zimmerman and Howell. Voting No: None. Absent: Commissioners Hendriksen and LaDue. Motion carried. There will be agreements with the renters as to how much flammable materials may be stored; entire area will be fenced with cyclone fencing topped with barb wire and locked evenings.
