WPst. nraiM~ District.! <br /> <br />Mr. Hartley stated that in the OJmprehensive Storm Drainage Plan it is <br />indicated that the <nnmunity would be divided into several drainage districts <br />established ~ top:>graJ;hical boundaries. '!be method that is being prop:>sed to <br />finance storm sewers is a very specialized law on the books that states the <br />Ci ty can establish storm sewer districts, perform improvenents in the districts <br />and tax the properties 1n the district. '!be taxing method may not be the best <br />but specially assessing is ClI1lbersane and in most cases Wlfair. <br /> <br />Mayor Bei tman il'X)uired as to why the northern 1/3 of the ci ty was not included <br />in any of the drainage districts. <br /> <br />Mr. Raatikka replied that the northern 1/3 of the city was not included in <br />drainage districts because it is felt developnent in this area will renain <br />rural. <br /> <br />Mayor Bei tman expressed cx>ncern wi th one psrticular district needing a great <br />deal of drainage improvenents and the cx>stto the property owners in that <br />district. <br /> <br />Mr. Bartley replied that improvements would take place over a n\l1lber of years <br />and the cx>sts would be picked up ~ various owners of the properties during <br />those years. Mr. Bartley stated that a IOlicy decision has to be made and <br />doctlDented regarding who piys for what and if undevelo~le land is being made <br />develo~le or developmle land with drainage pt"oblems is being relieved. <br /> <br />Mayor Bei bnan il'X)uired if there is any legal recourse for ci tizens not wanting <br />the drainage improvenents. <br /> <br />Mr. Bartley replied that there is a pt"ovision built into the dlarter for <br />stopping the financing - a petition fran 50% of the residents. <br /> <br />Mayor Bei tman stated that methods should be researdled that would prevent <br />a si tuation of future residents getting for free what existing residents had to <br />pay for. <br /> <br />flbtion ~ Councilmenber Sorteberg and seconded ~ CouncilmEmber Reimann to <br />adopt Resolution .86-56 calling for a plblic hearing at 7:30 p.rn on April 15, <br />1986 to discuss establishment of the West Drainage Storm Sewer Taxing District. <br />(Please refer to resolution file for Resolution .86-56). <br /> <br />Motion carried.
