<br />~j,.. , <br /> <br />~~~~~3 <br /> <br />" <br /> <br />PLANNING AND ZONING COMMISSION <br />PUBLIC BEARING <br />CITY OF RAMS EY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, August 2, 1988 at tbe Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota regarding United Power Association's request for a <br />conditional use permit to construct an electrical substation. <br /> <br />Members Present: Mr. Gerald Zimmerman, Chairman <br />Mr. Michael Terry <br /> <br />Also Present: City Administrator David Bartley <br />Community Development Director Anne Norris <br /> <br />Members Absent: <br /> <br />Mr. Roy Shumway <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br />Mr. Jim Bolm <br />Mr. Jim Bowell <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 8:50 p.m. <br /> <br />PRESENTATION <br /> <br />Gary Ostrum - United Power Association - Stated that UPA is requesting a <br />conditional use permit for placement of an electrical substation on a site <br />north of City Ball, east of County Road #5 and north of 153rd Avenue. Mr. <br />Estrum stated that UPA, in serving it's member cooperatives, has a network <br />of transmission lines running throughout the service area. As areas <br />develop, cooperatives notify UPA of increasing electrical needs and as the <br />power supplier, UPA builds substations to serve as the power source for the <br />electricity. <br /> <br />John Gasal - Anoka Electric Cooperative - Stated that electrical service to <br />Ramsey and surrounding townships is provided by several substations. <br />Providing service to these substations are transmission lines running east <br />and west horizontally through the town. The problem being experienced now <br />is twofold: there is a substation towards southeast Ramsey that is loaded <br />to capacity; in the north central part of Ramsey there is a substation so <br />loaded to capacity that it would be very difficult to restore service to a <br />failed transformer. The solution to these problems is to construct another <br />substation; the subject site was chosen because it is approximately in the <br />center of the other 4 substations in the region. <br /> <br />CITIZEN INPUT <br /> <br />Planning & Zoning Commission Public Bearing/August 2, 1988 <br /> <br />Page 1 of 3 <br />
