'} Commissioner Hendriksen suggested that the 2.33 acre lot size be researched as to whether or not it includes road right-of-way; it may be that the Guyer's don't need a variance to the 2.5 acre minimum lot size. The Commission indicated that it would be favorable to granting a variance to lot size if the animal enclosure setback requirements were met. Mr. Goodrich noted that the Commission would have to adopt a findings in order to grant a variance. Mrs. Klingbeil - Inquired how the presence of the bears will impact neighboring property values. Chairman Zimmerman replied that the Commission has no appraisal expertise and does not know how or if property values would be affected. Motion by Commissioner Rowell and seconded by Commis sioner Hendr iksen to table any action regarding Mr. Guyer's request for a wild animal license until such time as Mr. Guyer has submitted the necessary information required by ordinance and outlined in Ms. Norris letter dated January 11, 1988. Further Discussion: Commissioner Hendriksen stated that the Commission should be willing to receive additional public comments once Mr. Guyer's site plan has been submitted. Motion carried. Case ~3: Request For Conditional Use Permit To Construct An Advertisin~ Si~n~ Case Of Breezv Outdoot. Inc.: . Chairman Zimmerman recalled a similar request in 1987 which Planning and Zoning recommended denial of and City Council tabled until such time as the Hwy. 110 Corridor Study is complete. Chairman Zimmerman explained that the city has contracted a study on ways to improve development along Hwy. ~10 and it is not known if advertising signs will be permitted. Jack Lawrance of Signcrafters Outdoor Display, Inc. was present and stated that Breezy Outdoor would be contracting wi.th his company to construct the sign. Mr. Lawrance noted that under current Ramsey ordinances, the sign is a permitted use on the subject site and the applicants were not informed of any moratorium. Mr. Goodrich replied that the City has not adopted a formal moratorium but asking as a courtesy, that requests for advertising signs along Hwy. ~10 be tabled until the results of the study are known. Mr. Goodrich also noted that according to ordinance, the sign would have to advertise what is on the subject property or within 2500 feet of the subject property. .'--) Polly Shove in of Breezy Outdoor and Jack Lawrance stated that advertising what is within 2500 feet of the sign was not their intent but they can comply with that condition.
