CASE 11: RmUEST FOR WILD ANIMAL LICENSE; CASE OF MR. 'm1 GUYER By: Community Developnent Director Anne Norris Background: Mr. Tom Guyer is requesting approval of a wild animal 1 icense to keep two black bears on his property at 15408 sunfish Lake Blvd. In addition, Mr. Guyer is seeking a variance to keep these bears on property approximately 2.33 acres in size. Section 110.183, Subdivision 2, Section E(2) (b) of the City Code requires a minimum of 2.5 acres for keeping wild animals. For your information, the following itans are enclosed: a) Application with attachments b) Site location map c) Letter fran Carl Anderson dated February 2, 1988 d) Letter from Kathleen Anderson dated February 2, 19BB e) Letter from Mary Westphal dated February 2, 1988 f) Minutes from February 2, 1988 Planning and Zoning Commission's hearing and discussion of Mr. Guyer's request g) Letter dated February 3, 1988 to Tom Guyer from City staff h) Ordinance 487-8 i) Proposed findings of fact j) Proposed wild animal license Cbservations: At its meeting on February 2, the Planning Corranission tabled action on Mr. Guyer's request until Mr. Guyer submitted the information required by Ordinance 4::87-8 as outlined in the letter from City staff dated February 3, 1988. \ As you may recall, Mr. Guyer had at least one of the bears on his property prior to the Council's adoption of regulations for keeping wild animals. Recommendation: Commission Action: Motion to: Reconnnend adoption of findings of fact relating to Mr. Tom Guyer's request. -and- ~JOtion to: Recommend approval/denial of Mr. Guyer's request for a wild animal license.
