At that time I reviewed <br />the original topographic mapping prepared for the subdivision and the <br />site plan and application submitted by Mr. Hanson. <br /> <br />I offer the following comments for the July 7, 1988 hearing record: <br /> <br />1. Normally, averaging the setback of adjoining lots' <br />structures (as Mr. Hanson has done) is a suitable method for <br />considering variances. However, due to the .unusual <br />topography and width of the lot, it may be more appropriate <br />to use the setback of the structure on Lot 3 as the guide <br />for Lot 4. <br /> <br />2. I am concerned that building at 103 feet from the river with <br />a typical 2-story home with a walkout (as Mr. Hanson <br />proposes) will make the home visible from the river. <br /> <br />3. There is little vegetation between the road and the <br />bluffline to limit the placement of the home. <br /> <br />4. The topography poses some constraints to siting the house, <br />but it appears that minor grading could occur to provide a <br />building pad comparable to that on Lot 3 (i.e. 127 feet from <br />the river and 45 feet from the road). <br /> <br />5. No grading or alteration of the slope should be allowed <br />along the bluff or within 30 feet of the bluffline. This <br />would minimize the erosion potential. <br /> <br />6.
