Excavations and fills below the proposed streets should be over- <br />sized at a 1:1 ratio outward and downward beyond the outside of the curbs. <br />Fill placed to attain grade should be inorganic and thoroughly and uniformly <br />compacted to at 1 east 95% of standard Proctor dens i ty, except the top 3 I <br />which should be compacted to at least 100% of standard Proctor density. <br />
