PROPOSED FINDINGS OF FACT MR. TOM GUYER WILD ANIMAL LICENSE 1. That Mr. Tom Guyer, hereinafter referred to "Applicant", has properly applied for a wild animal license to maintain two black bears on his property in the R-1R Rural Residential District. 2. That the Applicant appeared before the Ramsey Planning and Zoning Commission for a public hearing pursuant to' Section 110.184 of the Ramsey City Code on February 2, 1988 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. 3. That tbe subject property is generally known as 15408 Sunfish Lake Boulevard N.W. and is legally described as' follows: Part of the Southwest Quarter of tbe Northwest Quarter of Section 23, Township 32, Range 25, Anoka County. Minnesota described as follows: Commencing.t a point 165.2 feet West of the Northeast corner thereof then South 17 degrees 50 minutes West 220.5 feet then South 20 degrees West 214.0 feet to the point of beginning (said point of beginning being on or near the centerline of County Road No. 57) then West parallel with the North line thereof 394 feet then South at right angles 204 feet then East at right angles parallel with North line of said Southwest Quarter of the Northwest Quarter to the centerline of County Road No. 57 then Northeasterly along said centerline to the point of beginning. Except road. Subject to easements of record. 4. That tbe subject property is located in tbe R-lR Residential District and is approximately 2.33 acres in size. ~ 'l 5. That tbe Applicant is requesting a wild animal license to keep two ............ black bears on bis property. 6. That Section 110.18 of the City Code requires any person to obtain a wild animal license to keep wild animals in Ramsey. 7. That tbe definition of wild animals contained in Section 110.18 of tbe City Code applies to black bears. 8. Tbat Section 110.18 of tbe City Code requires a minimum of 2.5 acres to keep a wild animal in Ramsey. 9. That the keeping of wild animals is permitted only as a conditional use in any zoning district of tbe City. 10. That tbe adjacent properties are located in tbe R-1R Rural Residential District. 11. That tbe Applicant bad at least one black bear on the subject property prior to tbe City Council's adoption of Section 110.18 of tbe City Code. ~o
