<br />representative and notification to City Council. <br /> <br />-, <br />i <br /> <br />Further Discussion: Commissioner Hendriksen stated t at according to the <br />findings of fact, it is a known that the existing plant emits odors; it can <br />be anticipated that the new plant will emit odors; in the 35 year life <br />expectancy of the plant there will be even more residents that find the <br />odor objectionable; based on these issues and ta ing item (n) of the <br />criteria for approving conditional use permits into consideration, he <br />doesn't see how the Commission can vole to approve-the request. Mr. Sauer <br />stated that there are 30 asphalt mixing plants in the metro area; 2/3 of <br />them have been located near residential settings for 30 years; PCA has <br />standards and regulations that are being upgraded constantly; asphalt is <br />needed for development. Commissioner Howell stated that he feels this <br />Commission has more than met the criteria for approvOng the conditional use <br />permit. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, <br />Howell, Shumway and Terry. Voting No: Commissioner Hendriksen. Absent: <br />Commissioner Holm. <br /> <br />The Commission recessed at 8:25 p.m. <br /> <br />Chairman Zimmerman called the meeting back to <br /> <br />Case #2: R F <br />Addition~ <br /> <br />P A <br />Of Mr. Dick Carson: <br /> <br /> <br />p.m. <br /> <br /> <br /> <br />The Commission reviewed the chronology prepared by staff relating to the <br />~ platting and PUD approval of Flintwood Hills 2nd Addition PUD. <br />.1 <br /> <br />Commissioner Howell referred to Resolution #84-84 whoch indicates that the <br />development consists of 180 single family units and 2 commercial units and <br />inquired as to what the intended commercial use was or those lots. <br /> <br />Chairman Zimmerman stated that at the time of the resolution, the B-2 <br />zoning that was in effect included multiple residential. <br /> <br />Commissioner Hendriksen stated that as he recalls, t e developers had no <br />specific plans for those commercial lots and there as objection to the <br />development apartment buildings; consequently, the lots were platted as <br />outlots. - <br /> <br />Mr. Carson stated that he has met with adjacent property owners and they <br />have indicated that they will not oppose the develo ent of a 4 and 6 unit <br />dwelling and office building if they are properly screened from residential <br />property immediately to the west. <br /> <br />Mr. Stan Data and Mr. Ralph Hendrickson stated that t ey are satisfied with <br />the preliminary plat but would like an opportunity for input on the site <br />plan. <br /> <br />Commissioner Howell requested that staff resea <br />Resolution #84-85 requiring payment of $500 for <br />Planning and Zoning Commission/January <br /> <br /> <br />ch Item l.a.iii of <br />. rees which were not <br />, 1988 <br /> <br />. <br />,j.' <br />-~ <br /> <br />Page 4 of 6 <br />
