6. The type of density transition, as required by Section 9.20.05 Subd. 3.c of City Code, <br />that will be utilized as part of the land use shall be identified and approved by the City <br />Council. <br />Staff Response: The adjacent land uses to the north and east are low density <br />residential; the property to the south is owned by the City, zoned R -2 Medium <br />Density Residential and is undeveloped; T.H. #47 borders the property on the <br />west. No density transitioning is required according to City Code. <br />7. No urban development, other than cluster subdivisions as allowed by Section 9.20.11 <br />of City Code, will be considered north of Trott Brook until the completion of the <br />Comprehensive Plan Update. <br />Staff Response: The property is located south of Trott Brook in the urban service <br />area. <br />The preliminary plat was reviewed by the Planning Commission and City Council on July 10, <br />2006. The determination was that development of the property with low, rather than medium, <br />density residential was preferable given existing development in the area. <br />Recommendation: <br />The Planning Commission and City Staff recommend approval of the request for a land use <br />change. <br />Council Action: <br />Motion by Councilmember and seconded by Councilmember <br />to adopt Resolution #06 -08 -_ , contingent upon preliminary plat approval, declaring findings <br />of fact and approving the request to amend the Comprehensive Plan and designate the future land <br />use of Outlot B, Amber Ridge as Low Density Residential; further, to direct City Staff to forward <br />the necessary documentation to Metropolitan Council. <br />Reviewed by: <br />Community Development Director <br />City Engineer <br />CC: 08/08/06 <br />Copies to: <br />City Attorney <br />
