-204- <br />WHEREAS, the proposed development will require extension of Argon Street N.W. to <br />the south, which is a cul -de -sac that currently exceeds the 600 foot maximum length; however, <br />the Ramsey Board of Adjustment granted a variance to the cul -de -sac length on July 10, 2006; <br />and <br />WHEREAS, the Applicant will be responsible for the cost of providing public <br />improvements to the Subject Property and all City costs incurred in processing the development <br />request; and <br />WHEREAS, there are no environmentally sensitive resources located on the Subject <br />Property but there is a high quality wetland to the south that prevents the connection of Argon <br />Street N.W. to Xkimo Street N.W.; and <br />WHEREAS, the Subject Property does not contain any significant greenway or open <br />space corridors that are appropriate for preservation; and <br />WHEREAS, there is sufficient sewer and water capacity to service - the proposed <br />development; and <br />WHEREAS, in accordance with Section 9.20.05, Subd. 3.c of the City Code, no density <br />transition will be required between the proposed land use and existing land uses to the north and <br />east; and <br />WHEREAS, that the Subject Property is located south of Trott Brook; and <br />WHEREAS, the land use change from medium density residential to low density <br />residential development is compatible with existing development to the north and east. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council hereby determines that the Applicant's request complies with <br />the Interim Policy For Land Use Changes and approves the request for a land use designation <br />change of the Subject Property from Medium Density Residential to Low Density <br />Residential. <br />2) That the Ramsey City Council hereby authorizes City Staff to submit the necessary <br />documentation to Metropolitan Council for an amendment to the 2001 Comprehensive Plan <br />to change the land use designation to low density residential. <br />3) That this land use change in the Comprehensive Plan shall become effective concurrent with <br />the City's receipt of notification of approval from Metropolitan Council. <br />4) That the rezoning of the Subject property to R -1 Low Density Residential shall become <br />effective upon City Council action to adopt an ordinance declaring the rezoning. <br />RESOLUTION #06-08 - <br />Page 2 of <br />
