Nowthen will be single family homes; residents on 151 want something that matches <br />their development. <br />Robert Knoll - 6020 151 Lane N.W. — Inquired as to the current classification of 151 <br />City Engineer Steve Jankowski replied that it is a residential street; it will not be <br />upgraded to a collector based on the additional traffic. <br />Mr. Knoll referred to the Interim Policy for Comprehensive Plan Amendments, <br />specifically the criteria that addresses traffic patterns, and inquired if Anoka County has <br />denied access to County Road #5 from this proposed development. <br />Ms. Dalnes stated that the plat was sent to the County for review and there has been no <br />response to date. <br />Mr. Jankowski noted that another access onto County Road #5 between 151 and Alpine <br />would be inconsistent with access spacing requirements. <br />Mr. Knoll stated that Alpine and County Road #5 is not at a 90 degree angle and it is a <br />difficult corner; another access onto Alpine, just 180 feet from that intersection is unsafe. <br />Another safety factor is that the Landscape Plan shows installation of trees and shrubs <br />east of the proposed access onto Alpine. Considering the angle of the road and the 55 <br />mph speed limit — a 180 foot separation between the access from Skyline and Nowthen is <br />too short a distance. Based on the traffic criteria in the Interim Policy, this proposal <br />should be modified or denied. <br />Gary Stritesky — 5900 150 Lane N.W. — Noted that 7 out of the 9 cases on the agenda <br />tonight are amendments. Mr. Stritesky said that he has been on both sides of the fence, as <br />a resident and as a developer and he understands that changes sometimes have to happen. <br />He stated that the Comprehensive Plan was established a long time ago and to change the <br />land use from low to medium density residential is not right. The Comprehensive Plan is <br />the backbone of the City. Ramsey did not have a plan 35 years ago and that is why we <br />have the mess we have today — there are no plans for detached townhomes. The <br />Comprehensive Plan is the biggest thing the City has to be concerned about. Everyone is <br />involved in putting the Comprehensive Plan together. Amendments to City Code are <br />necessary but when you change the backbone in the Comprehensive Plan, and it happens <br />too easily, you will end up with little patches of development here and there and nobody <br />knows the game rules. As for traffic, he said he doesn't want 400+ cars coming at his <br />house. He reiterated that 151 is the staging area and parking area for activities related to <br />the school. <br />Wayne Olson — 5830 151 Lane N.W. — Again noted that 7 out of the 9 cases on tonight's <br />agenda are amendments. Stated that he reviewed the Comprehensive Plan years ago <br />when he considered moving into Ramsey; he was interested in where the City was going. <br />In reviewing that, the City has violated all of the issues he looked up in the <br />Comprehensive Plan: 1) the cul -de -sac in front of his house has doubled in length; 2) <br />
