on discussion at the February Planning Commission meeting. Exhibit F represents <br />changes to the plan based on City Council and City Staff comments. Bruce noted that the_ <br />developer has consistently taken the advice of the City and continues to work with Staff. <br />The latest request is to reduce the density on the Haubrich parcel to low density which <br />allows 4 units, per acre under a Planned Unit Development. Bruce stated that the <br />developer is willing to do that in order to keep the process going. <br />Brian Nemeth— Bolton and Menk — Brian noted that the traffic counts used were taken <br />last November when the school was in session. However, the school traffic does not <br />occur during `peak' hours; consequently, that traffic is not counted in the traffic report for <br />peak hours. For townhomes, the average trips per day is 6 per unit; the average for single <br />family homes is 10 per day. With the realignment of the cul -de -sac in Skyline, 50% of <br />the traffic will use 151S and 50% will use Alpine. The County has expressed that they do <br />not want any more accesses onto County Road #5 and eventually, they would like to <br />widen #5. The report recommends pushing the outlet to Alpine as far west as possible, <br />away from the intersection of #5 and Alpine. Any distance shorter than 250 feet would <br />mean that when turn lanes are installed on Alpine, the outlet from Skyline to Alpine <br />would enter into a turn lane. If the intersection of #5 and Alpine is reconfigured, there is <br />a possibility of a median being installed;in which case it would be a right -in, right -out at <br />Skyline. The result of that would probably increase traffic south to 151 <br />Commissioner Cleveland inquired if turn lanes would be required on County Road #5 <br />and City Engineer Jankowski replied that even though 151 and County Road #5 is an <br />existing intersection, the County could still require turn lanes. <br />Bruce - Bolton and Menk — Stated that he would anticipate that the County would <br />require turn lanes when the permanent access from the new subdivision, Meadow, on the <br />east side of #5 is reworked to align with 151 on the west side of #5. <br />Chairperson Nixt stated that one of the noted concerns of City Council was that a single <br />access is not adequate. A second access has been created but it will not take away as <br />much of the traffic from 151 as anticipated. <br />Associate Planner Dalnes noted that one single family home generates more vehicle trips <br />per day than one townhome. <br />Discussion ensued regarding the Haubrich parcel. Ms. Dalnes stated that the property <br />will accommodate 6 single family units on 151 that reduces the units from 59 to 53, <br />which equates to a density of 4.8 units per acre overall. <br />Chairperson Nixt stated that he feels Council has given clear direction that the Haubrich <br />parcel should be developed with single family homes along 151 and in the southwest <br />corner. <br />
