151 from Nowthen. Adding this many homes and cars is dangerous. The City looks at the land <br />and thinks it is perfect for townhomes; the existing residents bought into a beautifully single <br />family neighborhood. The residents want to maintain what they bought into. Ms Nar urged the <br />Commission to do what is best for the residents and the City of Ramsey and not what is best for <br />the developers. The residents should be #1; make a place where people want to come and live <br />but we don't want buildings everywhere just for the almighty dollar. <br />Chris Weiss 5907 151 — Stated that the Planning Commission and City Council made it clear <br />that density should match existing development; what has been presented is not even close. Mr. <br />Weiss stated that it seems like the developer keeps coming back again and again to finally get <br />their plan approved. He stated that he has not heard one good reason why density should be <br />changed. The new development on the east side of Nowthen will be single family homes; <br />residents on 151 want something that matches their development. <br />Robert Knoll — 6020 151 Lane N.W. - Inquired as to the current classification of 151 <br />City Engineer Steve Jankowski replied that it is a residential street; it will not be upgraded to a <br />collector based on the additional traffic. <br />Mr. Knoll referred to the Interim Policy for Comprehensive Plan Amendments, specifically the <br />criteria that addresses traffic patterns, and inquired if Anoka County has denied access to County <br />Road #5 from this proposed development. <br />Ms. Daines stated that the plat was sent to the County for review and there has been no response <br />to date. <br />Mr. Jankowski noted that another access onto County Road #5 between 151 and Alpine would <br />be inconsistent with access spacing requirements. <br />Mr. Knoll stated that Alpine and County Road #5 is not at a 90 degree angle and it is a difficult <br />corner; another access onto Alpine, just 180 feet from that intersection is unsafe. Another safety <br />factor is that the Landscape Plan shows installation of trees and shrubs east of the proposed <br />access onto Alpine. Considering the angle of the road and the 55 mph speed limit — a 180 foot <br />separation between the access from Skyline and Nowthen is too short a distance. Based on the <br />traffic criteria in the Interim Policy, this proposal should be modified or denied. <br />Gary Stritesky — 5900 151 Lane N.W. — Noted that 7 out of the 9 cases on the agenda tonight <br />are amendments. Mr. Stritesky said that he has been on both sides of the fence, as a resident and <br />as a developer and he understands that changes sometimes have to happen. He stated that the <br />Comprehensive Plan was established a long time ago and to change the land use from low to <br />medium density residential is not right. The Comprehensive Plan is the backbone of the City. <br />Ramsey did not have a plan 35 years ago and that is why we have the mess we have today — <br />there are no plans for detached townhomes. The Comprehensive Plan is the biggest thing the <br />City has to be concerned about. Everyone is involved in putting the Comprehensive -Plan <br />together. Amendments to City Code are necessary but when you change the backbone in the <br />Comprehensive Plan, and it happens too easily, you will end up with little patches of <br />Planning Commission /July 10, 2006 <br />Page 6of14 <br />
