Preliminary Plat: Skyline Pointe <br />June 30, 2006 <br />Revised August 4, 2006 <br />Page 7 of 8 <br />Planned Unit Development (PUD) Requirements: The following criteria have been set forth in <br />City Code for analyzing the content of a proposed development seeking a rezoning to PUD: <br />High Quality Design and Compatibility with Surrounding Land Uses <br />The proposed townhomes appear to exceed the requirements for building design and materials <br />within City Code. The use of brick is emphasized, and the design of the proposed bungalows in <br />the submitted building elevations is unique and context-sensitive. <br />Surrounding land uses are single- family to the west and south and medium density townhomes to <br />the north. It would be difficult to develop single- family housing directly on the County Road, so <br />it generally makes sense to guide higher density near the county road. However, there is a single - <br />family neighborhood directly adjacent to this development to the south and west. Staff has <br />recommended that, as part of the PUD, a mix of detached and attached units were considered, <br />with emphasis on placing the detached homes adjacent to 151 Lane. <br />Provision of a Wider Range of Housing Types, Price Ranges, and Styles <br />A greater mix of housing types and styles is presented as part of this PUD. The request for a <br />rezoning to PUD is to provide a mix of housing styles and types. <br />. Public Amenities and Open Spaces <br />This plan provides public trail connections to the wetland and exceeds the requirements for <br />providing amenities for public use and open space. <br />Preservation of Natural Amenities and Scenic Qualities <br />This project proposes to save 63% of the existing tree cover and respects the wetland buffer and <br />setbacks associated with the recently adopted wetland buffer ordinance. The site plan indicates <br />the planned development of bungalows homes along part of the wetland, and guides the density <br />away from the views of the existing residents. <br />Trail Development: The 2006 Trail Development Fee is $580 per dwelling unit. The <br />development fees in effect at the time of final plat approval will be charged. Also, the Parks and <br />Trail Commission met on July 13, 2006 and determined that the construction of a trail along the <br />south side of Alpine Drive could be credit - eligible. <br />Park Dedication: The proposed plat will be forwarded to the Parks Commission for a <br />recommendation on park dedication. The City has the option for cash and the 2006 Park <br />Dedication fee is $2,400 per residential dwelling unit. <br />Sewer and Water Lateral Fees: The sewer and water lateral pipes have already been installed <br />along Nowthen Boulevard, and the applicant is responsible to pay the lateral fees. The 2006 rate <br />for sewer laterals is $3,417 per unit and water laterals are $7,795 per unit. The rate in effect at the <br />time of Final Plat will apply to the project. <br />Sewer and Water Trunk -Fees: All developments are subject to a sewer and water trunk fee. <br />The 2006 trunk fees total $3,062.00 per residential dwelling unit. The rate in effect at the time of <br />Final Plat will be the charged. <br />—291— <br />
