E.H. Renner & Sons is the apparent low bidder <br />and staff is recommending award on August 8, 2006. Bolton & Menk, Inc. is completing design of the ' <br />well house located on the Fire Station Site and is seeking approval to Advertise for Bids. - <br />The raw watermain between Well 8 and the well house is incomplete. Currently there is a gap of <br />approximately 800 feet in the raw watermain route. It is necessary for the city to fill the gap to make <br />Well 8 usable. <br />Water Treatment Pilot Plant/River Intake <br />The initial test well has been drilled in the Anoka County Park and has been pumping constantly for 3 <br />weeks. The test well was drilled for the pilot plant testing of the riverbank water supply. Initial <br />indications are the quantity of water might not be adequate by itself to supply the long -term needs of the <br />City. A portion of the long -term water supply for Ramsey may need to come directly from the <br />Mississippi River. Additional test wells will be drilled to verify the pumping capacity of the riverbank <br />aquifer. Drilling will occur in the next week and analysis of the data will follow. <br />Minnesota Department of Health (MDH) requires that if direct surface water is to be utilized, the pilot <br />plant testing be run for a longer period (Fall- Spring) to include varying river water characteristics. Bolton <br />& Menk, Inc. is continuing to work with MDH staff to outline the pilot plant requirements. Bolton & <br />Menk has been working with three (3) manufacturers of membrane equipment for the pilot plant testing. <br />There will be no extra costs from the pilot plant equipment suppliers for performing the longer duration of <br />testing. <br />Due to the longer pilot plant testing period and the additional pumping equipment required, three -phase <br />power will be required for the pilot plant testing equipment. The estimated cost for providing three -phase <br />power is $35,000. County Park staff will likely utilize the three -phase power in the future development of <br />the park infrastructure. Bolton & Menk, Inc. is requesting to amend the pilot plant agreement to include <br />an additional $35,000 to cover the cost of providing three -phase power to the site. City staff and Bolton <br />& Menk have been communicating with the Anoka County Park staff on the potential of placing the long- <br />term riverbank wells and river water intake pumping facilities on the park property. This would minimize <br />any land acquisition requirements for the City and provide facilities that could be beneficial for Anoka <br />County Park users. <br />c.
