Members Present: <br />Also Present: <br />CALL TO ORDER <br />COMMITTEE BUSINESS <br />FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Finance Committee conducted a regular meeting on Tuesday, July 25, 2006, at the Ramsey <br />Fire Station Number 1, 15050 Armstrong Boulevard, NW, Ramsey, Minnesota. <br />Chairperson Sarah Strommen <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />City Administrator James E. Norman <br />Finance Officer Diana Lund <br />Utilities Supervisor John Nelson <br />Chairperson Strommen called the regular meeting of the Finance Committee to order at 5:33 <br />p.m. <br />CITIZEN INPUT <br />There was none. <br />APPROVE AGENDA <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to approve the agenda as <br />submitted. <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Jeffrey and Elvig. <br />Voting No: None. <br />Case #1: Contract with Lobbyist Bonnie Balach <br />City Administrator Norman reviewed that during the 2006 Legislative session, the City used the <br />lobbying services of Ms. Bonnie Balach. Ms. Balach presented a bill regarding Tax Increment <br />Financing for the Sunwood Grand project and a bill related to creating a Port Authority for the <br />City. At the conclusion of the session, the TIF portion of the bill was not passed, whereas the <br />Port Authority bill was passed with incorrect boundary areas relating to the Sunwood Grand <br />project only and not to the entire City. The City would like to once again obtain the services of <br />Ms. Balach for further lobbying services and enter into a contract with a not -to- exceed amount of <br />$,5000.
