Motion carried. <br />Mayor Gamec directed staff to contact the School District, as he has been informed they are <br />negotiating for property south of the school for expansion. <br />Case #11: Report from Personnel Committee <br />1) Consider Ending Probationary Period for the Support Services Sergeant <br />Assistant City Administrator Nelson stated effective January 1, 2006, Investigator Jeff Katers <br />was promoted to Support Services Sergeant. Mr. Katers has successfully completed the required <br />six -month probationary as the Support Services Sergeant and the Police Chief recommends <br />retaining Mr. Katers as the Support Services Sergeant. The Personnel Committee recommended <br />the City Council adopt the proposed resolution ending the probationary period for Jeff Katers <br />and granting status as a full -time regular Support Services Sergeant. <br />2) Consider Adoption of HIPAA Privacy Policy <br />Assistant City Administrator Nelson explained the administrative simplification standards <br />required under the Health Insurance Portability and Accountability Act (HIPAA) include two <br />components that apply to the City of Ramsey: privacy rules and electronic security rules. The <br />City of Ramsey is subject to the HIPAA privacy rules because it sponsors a health plan that has a <br />health reimbursement arrangement (HRA) that is administered by a third party. The HIPAA <br />Privacy Policy is included in the Council's packet. The recommendation of staff and the <br />Personnel Committee is that the policy be adopted by City Council. <br />Motion by Councilmembers Cook, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case Nos. 1 and 2 and to adopt a Resolution <br />#06 -07 -238 ending the probationary period for Jeff Katers and granting status as a full -time <br />regular Support Services Sergeant; and to adopt Resolution #06 -07 -239 adopting the City of <br />Ramsey's HIPAA Privacy Policy. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson, and Strommen Voting No: None. <br />Case #12: Report from Finance Committee <br />1) Contract with Lobbyist Bonnie Balach <br />Councilmember Strommen stated the Finance Committee met Lobbyist Bonnie Balach. The <br />case before the Committee was to consider obtaining Ms. Balach's further lobbying services this <br />year, and to enter into a contract with a not -to- exceed amount of $5,000. The two components of- <br />Ms. Balach's work would relate to Tax Increment Financing for the Sunwood Grand project and <br />removing the site specific language that was included with the Port Authority legislation in the <br />last legislative session.
