be read because of something like a locked fence, and they do not want to send the City out for a
locked fence. The meter gun must be plugged into the house; there is a wire running from the
basement to the outside of the house. Often if they cannot get a reading they will contact him.

Ms. Smith stated she contacted Connexus and they did not have any information regarding why
the reading was not done. She does not have a gate and the dog is in the house all day.

Councilmember Elvig questioned if staff has any information regarding why a reading was not
done in January.

Utilities Supervisor Nelson responded in the negative. He indicated Connexus will sometimes
estimate a reading if they are unable to complete a reading.

Councilmember Elvig noted the information depicts a zero reading, rather than an estimate.

Councilmember Jeffrey stated he would like to see information regarding the readings of this
entire cul-de-sac.

Consensus of the Committee was to direct staff to provide the Committee with information
regarding the readings in the entire cul-de-sac, and to provide the Committee with a copy of the
information that is forwarded to Sgt. Phaney.

Mayor Gamec indicated he would like to look into a couple of things on this issue, as he believes
there are funds available that could assist Ms. Smith.

Sgt. Phaney stated he understands there are funds available, but there are many people in need,
and this does not seem to be an emergency.

Chairperson Strommen commented if informational brochures were to be included with
Connexus billings as Sgt. Phaney had discussed, it could include reminders regarding things such
as watering restrictions.

Ms. Smith questioned why it was not noticed that 3 ~ million gallons of water was missing.

Utilities Supervisor Nelson explained in the winter the City typically goes through about 1
million gallons of water per day; the water that went through Ms. Smith's pipes would not be
traceable.

Councilmember Elvig requested clarification that the $6,000 bill has not been demanded from
Ms. Smith.

Finance Officer Lund replied it has not; all late fees were waived and Ms. Smith is likely making
a regular payment of an average monthly bill.

Finance Committee / July 25, 2006
Page 4 of6
