Voting No: None <br /> <br />Case #9: <br /> <br />Proposed Ordinance to Add Section 9.28 (B-3 Business District) To Chapter <br />9 Of The Ramsey City Code <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 10:31 p.m. <br /> <br />Presentation <br /> <br />Associate Planner DaInes explained that Staff has drafted an ordinance to establish standards for <br />the commercial redevelopment area west of Armstrong Blvd. This district is intended to <br />accommodate larger scale and more auto oriented commercial uses than are intended for in the <br />Town Center. <br /> <br />Commissioner Van Scoy inquired as to why the development would have to be processed and <br />rezoned to Planned Unit Development if the City has establishes a district for these types of uses. <br /> <br />Ms. Frolik stated that the proposed B-3 District lays out performance standards and does not <br />establish details such as setbacks, parking, etc. The ordinance will convey the intent and serve as <br />a guideline; the Planned Unit Development agreement with the Master Developer will document <br />the project details. <br /> <br />During the discussion, the Commission suggested the following changes to the draft ordinance: <br /> <br />a) Subd.3j should read: Retail operations with drive-thru amenities <br />b) Subd. 3d should read: Restaurants and other dining establishments, including fast <br />food <br />c) Subd. 5a: Should be clarified to reflect that there can also be an access to this <br />area from the sidewalk or parking lot, but that the access from within the building <br />is to ensure no free-standing sales and display areas are allowed. <br /> <br />Public Hearing Adjournment <br /> <br />Motion by Chairperson Nixt and seconded by Commissioner Cleveland to adjourn the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Van Scoy, Levine, <br />Cleveland, Trites Rolle, Hunt.
