<br />Mayor Gamec stated the number one thing to look at is the service to the residents, such as parks <br />being in shape, streets being clean, etc. The City does a good job of that at this time. <br /> <br />Councilmember Pearson stated when he hears residents complain they ask what all the staff <br />people are needed for. He would like to know how on target Springsted is with other cities that <br />they have completed this type of study for. <br /> <br />Councilmember Olson suggested planning and action timelines be determined by a continuum <br />based on population growth. <br /> <br />City Administrator Norman advised he would recommend tying the timeline to the fiscal impact, <br />rather than population growth. <br /> <br />Councilmember Jeffrey requested information from staff on the next recommended steps <br />following this study. <br /> <br />City Administrator Norman replied a lot of the focus on hiring is in the short term, but the study <br />should be viewed more in the long term as a tool to use over the next ten years or longer. It <br />needs to be continually tied to the fiscal impact, which needs to be continually updated. <br />Councilmember Cook had expressed concern about the 40 some employees that are projected to <br />be hired over a four to five year period; but the hiring would be based on the fiscal impact over <br />this time span. Mr. Norman advised regarding the next steps, this report is still is in draft form. <br />He suggested consideration of a community survey with the 2007 or 2008 budget, as a survey <br />has not been completed in ten years. Mr. Norman noted yesterday at the department head <br />meeting it was pointed out that the City will begin to operate differently as an organization when <br />they move to the new municipal facility, as departments will be more physically separated. He <br />suggested the City's intern could complete a study similar to the study completed by the City in <br />1999 that looked at eight comparable cities department by department. The Springsted study <br />included interviews with peer cities, but includes more general information in this area. <br /> <br />Human Resources Manager Reed indicated one additional significant change in the report is in <br />relation to administrative service on page 12. The way the narrative is written it sounds like the <br />City contracts out for all of their IT service, but they have an IT Manager and support person <br />who manages the City website. She has requested an update regarding this in the narrative. <br /> <br />Mayor Gamec requested staff to look into how many hits are received on the City website. <br /> <br />Human Resources Manager Reed indicated regarding the next steps, she has asked Springsted to <br />make changes to the report. She would like to have time with City Administrator Norman to <br />review those updates when the report comes back and look at the recommendations, and come <br />back to the Council with suggestions for the next steps. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />City Administrator Norman indicated Mr. Dalaney has contacted the City regarding the 25th <br />anniversary of Game Fair.
