MAYOR, COUNCIL AND STAFF INPUT

1) Update on Road Construction Projects

Councilmember Jeffrey requested an update on the road construction in the area of Ramsey
Boulevard and CR 116.

Public Works Director Olson stated there are three separate road projects currently occurring in
the City. CR 116 by Dysprosium Street from Iodine to Highway 47 is almost a complete
closure. Two of the primary north/south connections to Highway 10 are closed, one being
Dysprosium and the other being Ramsey Boulevard. Staff has had numerous discussions with
MnDOT regarding the signal timing on Highway 47. The signal timing has been changed to
allow more green time southbound and northbound, and to allow a longer green time on the
connection to Highway 10. Mr. Olson indicated all three projects are expected to be completed
in August. The Ramsey Boulevard proj ect north of Highway 10 is on schedule, but the MnDOT
project south of the railroad tracks is being delayed by one to two weeks past the scheduled
completion date of August 1 st. The detour will be completely opened at CR 116 and Thurston in
mid August. It was originally anticipated to be opened August 5th, and there is a $60,000
incentive to the contractor to get it opened on that date, but this date will not be reached. Once
these closures are opened, Highway 10 will be shut down to one lane in each direction; this will
likely be done during the night.

Councilmember Jeffrey requested staff to include an update on the City web site regarding the
road construction projects.

Public Works Director Olson replied staff can work on that within the near future. The City
web site does include a link to the Anoka County website so residents can check the status of the
construction projects; however, he is not certain how often the schedule is updated.

Councilmember Strommen requested staff to determine the likely hours of the lane reduction on
Highway 10 to allow residents with the ability to adjust their schedules to plan ahead.

2) CounciVStaffUpdates

Mayor Gamec asked when the final layer will be completed on Civic Center Drive.

Public Works Director Olson replied the final layer will be completed within the next month; it is
under contract and it will likely be completed by August when prices are likely to increase.

Councilmember Pearson requested that the individual doing illegal dumping on Puma Street
bring the debris to the waste recycler. He commented this would be cheaper for the individual
than being picked up by the police for illegal dumping.

Public Works Director Olson stated the weather has been hot and dry, and the sprinkling
restrictions will be enforced. It would be extremely helpful if any residents have the potential for
holding off a day or two on their watering.

City Council / July 11, 2006
