<br />Mr. Tinklenberg replied he believes the relocation would be done individually, but the relocation <br />benefit has to do with the value of the location and the fact that these tenants have five or six lots <br />on an outdoor storage facility. <br /> <br />Council and staff discussed term options for the lease agreement for the property located at 7751 <br />Highway #10 NW. <br /> <br />Consensus of the Council was to direct staff to continue with negotiations for the lease <br />agreement for the property located at 7751 Highway #10, with term options at a maximum 7 or 8 <br />year lease. <br /> <br />2) DNR Wetland Property (Thorn Lake) <br /> <br />Public Works Director Olson informed the Council a forty acre parcel ofland which includes the <br />majority of the area containing Thorn Lake in the northern portion of Ramsey will become <br />available for public sale at an oral auction to be held on Thursday July 27, 2006. The minimum <br />acceptable bid for this parcel is $20,470. There are no structures on this property and it is nearly <br />entirely open water or wetland, except for what appears to be about one acre of high ground <br />adjacent to the rear property line of lot 3, block 2 of Shawn Acres. The parcel is landlocked but <br />does have proximity to two city parks, one located in Shawn Acres and the other in Carolina <br />Acres. City ownership of this parcel would have the potential for future trail and/or passive <br />recreational use with the acquisition of small amounts of additional marginal lands. The <br />property would also have some benefit for drainage and utility access rights. <br /> <br />Councilmember Strommen indicated she believes this parcel may be part of the Greenway Plan <br />and has open space value. <br /> <br />Public Works Director Olson indicated staff is inquiring of DNR as to the disposition of this <br />property if there are no acceptable bids and as to whether this property would then be available <br />to the City through tax forfeit procedures. <br /> <br />Councilmember Strommen stated she does not believe the parcel can be acquired through tax <br />forfeit procedures, as it is school trust land, which is required to be sold through the public <br />auction process. <br /> <br />Council and staff discussed possible bid amounts for the parcel. <br /> <br />Consensus of the Council was to authorize staff to bid on the parcel up to the discussed amount, <br />and to include authorization of the bid on the Consent Agenda of the July 25, 2006 Council <br />meeting. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />None <br /> <br />City Council Work Session / July 18, 2006 <br />Page 5 of6 <br />
