<br />Case #A: <br /> <br />Nomination of Officers <br /> <br />Motion by Chairperson Strommen, seconded by Commissioner Elvig, to nominate <br />Commissioner Olson as Chairperson. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Commissioners Elvig, Cook, Jeffrey, <br />Olson, and Pearson. Voting No: None. Absent: Commissioner Gamec. <br /> <br />Chairperson Strommen turned over the office of Chairperson to Commissioner Olson. <br /> <br />Case No.2 was moved up in the agenda to precede Case No.1. <br /> <br />Case #2: <br /> <br />Consider Request for Allocation of Ramsey Dedicated Anoka County <br />Housing and Redevelopment Authority Levy Revenue for Ramsey Town <br />Center Apartment Project <br /> <br />Associate Planner Geisler stated Jeff Johnson of J. Johnson, Inc. is present to request support <br />from the HRA for a mixed-use, mixed-income rental apartment building in the Ramsey Town <br />Center. This project is in conjunction with Anoka County Community Action Program <br />(ACCAP). <br /> <br />Jeff Johnson, 1. Johnson, Inc., stated Anoka County has been collecting an HRA real estate tax <br />levy in cities in the County. Ramsey is one of these cities, with City dedicated County levy <br />funds that have been collected in excess of $400,000. These funds can be used to develop <br />affordable housing in the City. Mr. Johnson stated the request before the HRA is to submit a <br />request to the Anoka County HRA to allocate $400,000 in City-dedicated County HRA levy <br />funds towards a mixed-use, mixed-income building in the Ramsey Town Center that would <br />include 20 affordable and 20 market rate apartments. <br /> <br />Commissioner Gamec arrived at 6:09 p.m. <br /> <br />Commissioner Jeffrey inquired who will manage the first-floor retail portion of this development <br />and how the income generated from the retail portion will work in relation to the contribution <br />from the County. <br /> <br />Mr. Johnson replied it will be ACCAP's objective to spin off the retail portion of the <br />development and to purchase air rights for floors 2 through 5. <br /> <br />Commissioner Cook inquired if the City would need to give up their option on this property. <br /> <br />City Administrator explained the City does not have a written option on this property. <br /> <br />Mr. Johnson replied ACCAP is not a commercial retail operator, and has no interest in running <br />the first floor retail. The master developer has expressed an interest in the retail portion of the <br />project, but the details have not been worked out. <br /> <br />Housing and Redevelopment Authority / May 9, 2006 <br />Page 2 of 6 <br />
