<br />Topping - Cutting back a tree to buds, stubs, or laterals not large enough to <br />assume the terminal role. <br /> <br />Tree Diameter - Wherever this term is used in reference to the measurement of a <br />tree it shall mean a tree's trunk as measured 4.5 feet (54 inches) above the ground. <br /> <br />Tree Owner - The owner of the real property upon which fifty-one percent or <br />more of the trunk is located at ground level. <br /> <br />Tree Preservation Plan - A plan identifying and showing the location, type, size <br />and health of trees, stating the ultimate disposition of the trees, showing the type, size and <br />location of any trees to be planted and setting forth measures to protect trees before, during and <br />after construction. <br /> <br />Tree Protection Area - Any portion of a site wherein are located existing trees <br />which are proposed to be retained in order to comply with the requirements of this ordinance. <br />The tree protection area shall include no less than the total area beneath the tree canopy as <br />defined by the dripline of the tree or group of trees collectively. <br /> <br />Tree Service - Any person, firm, or corporation engaged in the business of <br />cutting, trimming, pruning, spraying, injecting chemicals, or removing trees or shrubs for <br />compensation. <br /> <br />Trees, Shrobs, and Natural Vegetation - All vegetation, woody or otherwise, <br />except grass and flowers less than 24 inches in height. <br /> <br />Xeriscape - An integrated approach to landscape water conservation. Xeriscape <br />means dryscape or low water use landscaping. Xeriscapes are designed through wise planning, <br />plant and construction materials selection, and proper installation to provide beautiful, water <br />efficient, low maintenance landscapes. <br /> <br />Zoning Ordinance - The Zoning Ordinance of the City of Ramsey, as amended <br />from time to time by the City. <br /> <br />Section 9.24.04 (Private Trees in New Development Areas) shall be amended to read as follows: <br /> <br />9.24.04 <br /> <br />Private Trees in New Development Areas <br /> <br />Subd. 1. Requirements for a Tree Preservation Plan. Prior to any <br />development, land clearing, filling, or any other land alteration, as described in Subd. 2 of this <br />sub-section, a tree preservation plan shall be submitted to and approved by the City. The <br />developer shall be required to erect suitable protective barriers around all trees to be preserved <br />and these protective structures, where required, shall remain until such time as they are <br />authorized to be removed by the City or issuance of a final Certificate of Occupancy. <br /> <br />Subd.2. Tree Presenration Plan. A tree preservation plan shall be <br />submitted with preliminary plats and/or site plans, drawn to the same scale as the other <br /> <br />7 <br />Ordinance #06-25 <br />
