<br />Councilmember <br />moved for its adoption: <br /> <br />introduced the following resolution and <br /> <br />RESOLUTION #98-01- <br /> <br />RESOLUTION IN SUPPORT OF LEGISLATION AMENDING STATE STATUTES <br />RELATING TO CHARTERS AND CHARTER AMENDMENT PROCEDURES. <br /> <br />WHEREAS, the City of Ramsey is a Home Rule Charter City; and <br /> <br />WHEREAS, Charter adoption and Charter Amendment procedures are <br />controlled by MN statute Chapter 410; and <br /> <br />WHEREAS, the city has experienced three recent Charter <br />Amendment referendums based on citizen petition; and <br /> <br />WHEREAS, the City Council finds that state law regulating <br />Charter Amendment procedures inhibited citizen participation and <br />debate in the amendment adoption process; and <br /> <br />WHEREAS, the City has drafted certain state statute <br />amendments, which if adopted, will facilitate better citizen <br />participation and involvement in Charter and Charter Amendment <br />adoption issues; and <br /> <br />WHEREAS, the present state statute govern the relationship <br />between a city's Comprehensive Plan and Charter provisions is <br />unclear. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF Y.INNESOTA, as follows: <br /> <br />1. That the city of Ramsey request that the state Legislature <br />adopt in its 1998 session the attached bill relating to city <br />Home Rule Charters. <br /> <br />2. That the Mayor and City Staff, as directed by the Mayor, <br />undertake reasonable efforts to work with interested state <br />Legislators and other interested groups and persons in an <br />effort to have the attached bill enacted into law. <br /> <br />The motion for the adoption of the foregoing resolution was duly <br />seconded by Councilmember and upon vote being <br />taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />7 <br />
