<br />CASE #1 <br /> <br />RECOMMEND PARK DEDICATION FOR RADEMACHER ADDITION <br />By: Mark Boos, ParkslUtilities Supervisor <br /> <br />Background: <br /> <br />Rademacher Companies, Inc. is expected to request sketch plan review of their parcel southeast <br />of Trunk Highway #47 and 153rd Avenue by the Planning Commission at their October meeting. <br />Their intent is to develop a convenience store at the intersection (three acres) and hold the <br />remaining five acres for future development (potential multi-family housing). Additional <br />information, including access and right-of-way (R-O- W) dedications, is contained with the staff <br />review letter and draft Planning Commission case. <br /> <br />Observations: <br /> <br />As the Commission is aware, there is no parkland proposed for this vicinity; however, <br />continuation of a pedestrian/bicyc1ist path on the east side of Trunk Highway #47 is important. <br />In most other instances involving "sidewalks" adjacent to commercial property, the path is <br />contained within the R-O- W of the abutting street. Item #3 of the staff review letter speaks to <br />additional R-O-W being dedicated to MnlDOT. A 20-foot easement is also proposed to <br />accommodate the eight-foot bituminous path connecting to 153rd Avenue. This additional space <br />is intended to simplify the path siting in that Mn/DOT would not need to provide permission for <br />the trail within their R-O-W. <br /> <br />Staff is recommending an easement for the trail issue. If a dedication of land is ultimately the <br />best solution for both the City and the developer, and this is requested to be park dedication <br />eligible, it should be buffered with approved landscaping similar to the 40-foot trail corridor to <br />the south. <br /> <br />The cash park dedication rate for commercial properties is five percent (5%) of fair market value. <br />Park dedication for the outlot will not be due until it is developed. Ifthe market value of the 3.27 <br />acre commercial property is $2 per square foot, the park dedication would be $14,262.00 <br />(142,622 sq. ft @ $2 = $285,244 in market value x 5%). There are no trail fees for commercial <br />or industrial development. <br /> <br />It should be noted that requiring the developer to pave a trail over the outlot would not be <br />advantageous in that there is still another residential parcel between the outlot and the Willow <br />Ridge Trail. <br /> <br />If additional issues arise concerning this subdivision of land, the Commission can again review <br />the case at the October meeting following the Planning Commission's review. <br /> <br />I <br />
