CASE #1 ALPINE PARK FENCING REQUEST By: Mark Boos, ParkslUtilities Supervisor Background: At the October 28, 1997 City Council meeting, a resident informed the City Council that it was his understanding that the former City Administrator committed to installing a chain link fence at the western property line of Alpine Park. Since then the Mayor has received an additional request for a fence from a resident also believing that the fence was assured [perhaps verbally at an early neighborhood meeting]. There are five, single-family homes on the 1,000 foot west property line. Staff is in the process of obtaining cost estimates for the possible future construction of a 42" high chain link fence. Staff is asking for Commission input for a recommendation to Council on whether or not a fence should be constructed. Should a fence be warranted, it would be staffs recommendation that it be installed in the same year any significant development is planned for the westerly portion of the park. One reason is that until the park receives improvement to the west side, there will be little change in the level of human activity over that in past years. Also, timing the fence construction to coincide with significant improvements in the near vicinity assures that the few-to-several thousand dollars required will not be funded at the cost of a necessary improvement in the eastern, actively used area ofthe park. Attached for your information is the staff direction from the October 28, 1997 City Council meeting. Commission Action: Motion to recommend/not recommend that City Council consider installing a chain link fence at the western boundary of Alpine Park when that side is developed and that any walk gates serving individual lots be provided at the homeowners expense.
