Background: <br />The R -1 Residential: Rural Developing district is currently under a moratorium for the <br />subdivision of land. Ron Tallman has requested an exception to the moratorium in order to <br />proceed with his proposed subdivision, Wild Oaks of Ramsey. <br />The following items are enclosed for your information: <br />a) Draft City Council meeting minutes dated August 8, 2006 <br />b) Draft Findings of Fact for denial of the request <br />c) Draft resolution for approval/denial <br />Observations: <br />The City Council considered Mr. Tallman's exception request at the regular August 8, 2006 <br />- meeting. Staff was directed to draft Findings of Fact to deny the request, based on the criteria <br />contained in the moratorium ordinance.
