REQUEST FORA CONDITIONAL USE PERMIT FOR KLEIN BANK <br />TO OPERATE A DRIVE -THRU IN THE TC-2 ZONING DISRICT: <br />CASE OF SHINGOBEE BUILDERS, INC <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />Shingobee Builders, Inc has submitted a site plan for the development of Klein Bank located <br />generally on the corner of Armstrong Boulevard and West Ramsey. Parkway. The TC -2 District <br />requires a conditional use permit (CUP) for uses with a drive -thru. The applicant has submitted <br />an application for a CUP in order to operate a drive -thru banking facility. <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Site Plan <br />c) Minutes from Planning Commission meeting, August 3, 2006 <br />d) Proposed findings of fact <br />e) Proposed conditional use permit <br />Notification: <br />A public hearing was conducted on August 3, 2006 for this request. <br />Observations: <br />CASE # 3 <br />The Ramsey Town Center project is designed to be a mixed -use, pedestrian friendly <br />development. However, the TC -2 Zoning District was created to accommodate larger scale, auto - <br />oriented commercial activities. Uses with drive -thrus have a potential to be incompatible with the <br />intent of the Ramsey Town Center. Therefore, drive -thrus are permitted only as a conditional use <br />in certain areas of the Town Center so that the proposal may be reviewed for its compatibility <br />with the intent of the zoning district. <br />The drive -thru is proposed to be located on the north side of the proposed Klein Bank building, <br />with a drive aisle along the west side. It is proposed to be 4 stalls wide, resulting in a 70 foot <br />building setback from West Ramsey Parkway. The vehicles would exit the drive -thru by <br />circulating around the building and exiting through the same way they entered. <br />Recommendation: <br />The Planning Commission met on August 3, 2006 and recommended that the City Council <br />approve the conditional use permit for the drive -thru for Klein Bank. The Commission thought <br />the general use was compatible in the area, but expressed concern about the northern location of <br />the drive -thru and the need for a drive aisle. After a long discussion, about various other <br />possibilities, it was determined that the north side was the best location to meet the business' <br />needs for adjacent parking and ease of traffic circulation. <br />
