CONSIDER INTRODUCTION OF AN ORDINANCE TO ADD SECTION 9.20.29 <br />(PUBLIC /QUASI PUBLIC DISTRICT) OF THE ZONING CHAPTER OF CITY CODE: <br />CASE OF THE CITY OF RAMSEY <br />By: Breanne Dalnes, Associate Planner <br />Background: In 2001, the City of Ramsey adopted an updated comprehensive plan that re- <br />organized the zoning and land use districts. A Public /Quasi Public district was added to the <br />Official Zoning Map at this time, but no standards were incorporated into City Code. A draft of <br />the Public /Quasi Public District regulations is enclosed for your review. <br />Observations: <br />The Public /Quasi Public district will include uses such as government buildings and facilities, <br />public and private recreational facilities (including golf courses) and schools. Originally, it was <br />discussed that churches could be in this district as well. However, after deliberation, it was <br />determined that it was preferable to permit churches in residential and business districts as a <br />conditional use because of the nature of site layout, building design, and high activity levels <br />associated with them. <br />The standards proposed are general guidelines for development in this district. As part of the <br />guidelines, the construction of buildings will be subject to the site plan review process. In order <br />to allow for a variety of options necessary in this district, it is proposed that development plans <br />will be subject to applicable B -1 Business standards. <br />The Planning Commission held a public hearing on August 3, 2006, and recommended adoption <br />of the ordinance to revise the zoning code as proposed. <br />Council Action: <br />CASE # <br />Motion to introduce an ordinance to add Chapter 9.20.29 (Public /Quasi Public District) to the <br />Ramsey City Code. <br />Review Checklist: <br />Community Development Director <br />Assistant Community Development Director <br />Associate Planners <br />CC: 8/22/06 <br />
