<br />" <br /> <br />CASE # 3> <br /> <br />REQUEST FOR SITE PLAN APPROVAL; CASE OF DAKOTA DEVELOPMENT <br />By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from Dakota <br />Development. The plan proposes to construct a 46,208 square foot multi-tenant office, <br />manufacturing and warehouse building in the A.E.C. Energy Park. The following items are <br />enclosed: <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff Review Letter dated May 29, 1997 <br /> <br />Observations: <br /> <br />The site is proposed to have one access onto Sunwood Drive and one access onto 143rd Avenue <br />N.W. The City Engineer is recommending elimination of the proposed access onto County Road <br />#56 and that the developer of this plat (A.E.C. Energy Park Third Addition) construct the <br />improvements to Jasper Street and extend an alley west off of Jasper to provide an additional <br />route for truck traffic to reach the loading docks developed on all four of the lots. <br /> <br />The site is zoned Business Warehouse which is appropriate for the intended use. The proposed <br />structure meets City Code requirements for lot coverage, building height, setbacks, and loading <br />docks. The plan does need to be modified to clearly identify the use of bitwninous pavement and <br />B612 concrete curbing around the perimeter of all bituminous surfaces, a 100% screened waste <br />storage area, exterior finish on the walls, and a lighting plan. The facility will be served by <br />sanitary sewer and municipal water. <br /> <br />In accordance with City Code, there will be a 20-foot wide landscaped area along Sunwood <br />Drive and County Road #56. The plan is rather sparce and Staffhas recommended increasing the <br />number of planting materials and designing a boulevard landscape along Sunwood that will be <br />compatible with that of the Vision Ease site to the east. <br /> <br />At the date of this writing, the City had not received a grading and drainage plan. However, the <br />Staff review letter provides direction for the . development of such a plan. Said plan will be <br />subj ect to approval of the City Engineer. The site plan is also deficient of a 100 percent screened <br />waste storage plan if in fact the waste storage is to be conducted outside the building. <br /> <br />The site plan is also subject to the covenants established by Anoka Electric Cooperative for this <br />industrial park. <br /> <br />The preliminary grading and utility plan is acceptable. <br /> <br />7 <br />
