June
3. 1997. at the Ramsey Municipal Center. 15153 Nowthen Boulevard NW. Ramsey. Minnesota to
hear input regarding a request for a conditional use permit to grade and export soils~ case of Thomas
Kurak.

Members Present:

Chairperson David Bawden
Commissioner Benjamin Deemer
Commissioner Paul Holland
Commissioner Sharon Jensen
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thorud

Also Present:

Zoning Administrator Sylvia Frolik
City Engineer Steve Jankowski

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 7:40 p.m.

PRESENTATION

Zoning Administrator Frolik noted that this case has been on the Commission's agenda since April.
The City Engineer has not received all of the requested materials to close the public hearing. She
recommended that the public hearing be adjourned at this meeting and either obtain a written
agreement from Mr. Kurak to extend the City review process beyond the 60-day limit. or deny the
conditional use permit and consider a new application when all documents have been submitted.

Mr. Kurak requested that the Planning Commission give approval to the conditional use permit
subject to submission of requested materials and/or performance to certain standards.

City Engineer Jankowski. stated that the grading plan that was submitted would have left the site too
low. The grading plan shows that the site will be a flat table top. The elevation level should be raised
six feet. When the property is ultimately developed. a minimum of a .5 percent slope will be needed
on the street to provide adequate drainage. It was also Mr. Jankowski's understanding that the
applicant was going to submit a preliminary plat for review by the Commission. He would like to see
a revised grading plan and an erosion control plan. Once grading begins, rains will drain to the

Public HearingIPlanning Commission/June 3, 1997
Page 1 of3

Ml
