J

Commissioner Deemer corrected the regular Planning Commission minutes on page 11, fourth
paragraph, to insert "volunteer trees" after the word "seedlings," and the words, "and mowed by the
County" after the word "bulldozed."

Motion by Commissioner Deemer and seconded by Commissioner Holland to approve the regular
Planning Commission minutes of May 6, 1997, as amended.

Motion carried. Voting Yes: Commissioners Deemer, Holland, Jensen, LaDue, Terry and Thorud.
Voting No: None. Abstain: Chairperson Bawden.

NOTE CITY COUNCIL MINUTES

The Planning Commission noted the following City Council minutes:

1) City Council public hearing and regular meeting minutes dated April 22, 1997.

2) City Council regular meeting minutes dated May 13, 1997.

Zoning Administrator Frolik: reported that the City Attorney has indicated to the Council that the area
platted as Apple Ridge is not entirely within MUSA boundaries. At the June 10, 1997 Council
meeting, the Apple Ridge development that will be reviewed is the same that was presented to the
Planning Commission, with the exception of the area not in MUSA which will be taken out. It is
approximately five or six acres and not significant enough for a second Planning Commission review.

Case #1:

Request for A Conditional Use Permit to Grade and Export Soils; Case
of Thomas Kurak

Motion by Commissioner Holland and seconded by Commissioner Deemer to table action until the
next regular Planning Commission meeting.

Motion carried. Voting Yes: Chairperson Bawden; Commissioners Holland, Deemer, Jensen,
LaDue, Terry and Thorud. Voting No: None.

Case #2:

Request for Sketch Plan Approval of A.E.C. Energy Park Third Addition; Case
of Anoka Electric Cooperative

Zoning Administrator Frolik reported that Anoka Electric is requesting a sketch plan review to plat
another 4 commercial lots in the AE.C. Energy Park. The property is zoned BusinessIWarehouse
with a minimum lot size of one acre. Each parcel will be at least three acres and exceed minimum lot
width requirements. The southeast comer lot needs a drainage easement to accommodate a pre-
existing sedimentation pond.

Commissioner Deemer asked about access to the lots and stated that it is his understanding that right-
of-way has been dedicated to the County.

M~

Planning Commission/June 3, 1997
Page 2 of6
