~

CASE # I

REQUEST FOR REVISED SITE PLAN REVIEW FOR A
COMFORT SUITES MOTEL; CASE OF L.A.N.D. PROPERTIES
By: Zoning Administrator Sylvia Frolik

Background:

In 1996, the City Council approved a site plan for L.A.N.D. Properties to develop a retail center
on Lot 1, Block 1, Riverview Estates. That site plan has been revised to accommodate the
development of a Comfort Suites motel. The following items are enclosed:

a) Site location map
b) Revised site plan
c) City Staff review letter dated October 16, 1997

Notification:

Site plans are not required to be subjected to a public hearing. However, this particular site plan
also requires a variance to building height restrictions which does require a public hearing.
Through the public hearing notice for the variance, the residential properties to the south of the
site will be informed of the pending motel development.

Observations:

The site is properly zoned for a motel. The 3-story motel proposed is 17,543 square feet in size,
with an option for a future expansion of 3,468 square feet. The ultimate development proposal is
in compliance with the 35% building coverage restriction. However, the site is also subject to
the regulations of the Mississippi River Critical Overlay District which restricts impervious
surface to 30%. Impervious surface includes buildings and pavement. The previous site plan for
a retail center had an impervious surface of 77%. The current plan has an impervious surface of
55%. The applicant obtained a variance in 1996 from the City and DNR for a 77% impervious
surface coverage; DNR has been notified that the impervious surface on the site will decrease to
55%.

As with the previous site plan, there will be one access onto Sunfish Lake Blvd. The two
accesses previously proposed onto Riverdale Drive will be decreased to one. With regard to the
access onto Hwy. #10, the applicant has revised it to a right-in only with a right turn lane in
accordance with Mn/DOT's recommendations in 1996.

The exterior of the motel is proposed to be faced with a synthetic stucco, which is in accordance
with City Code. The building height restriction in the B-3 Business District and the Critical
River Overlay District is 35 feet. The motel structure is 35 feet in height but the design choice
includes a false front monument that at its highest point is 44' 6" from grade. The applicant has
applied for a variance.

I
