. .

. .

CASE # tf

REQUEST FOR SITE PLAN REVIEW OF BLATZ/MACH 5 ACCESSORY BUILDING;
CASE OF RANDY BARROWS
By: Zoning Administrator Sylvia Frolik

Background:

Randy Barrows is seeking site plan review to construct a 720 square foot accessory building at
the Blatz/Mach 5 automotive repair facility at 7105 Hwy. #10 N.W. The following items are
enclosed:

a) Site location map
b) Site plan
c) City Staff review letter dated October 2, 1997

Notification:

Because site plans are not required to be subjected to a public hearing and because the site is
surrounded by commercial properties, no notification of the pending development was forwarded
to area property owners.

Observations:

The site plan proposes to construct an accessory building on the site for the purpose of providing
two additional service bays for automotive repairs. The building is proposed to be sided with
vertical wood siding to be compatible with the exterior finish on the principal building. This
exterior finish choice deviates from code requirements for natural or prefabricated stone, but
Council has the option to approve it. The size of the structure exceeds the code restriction for
limits on accessory building sizes but code also gives Council the option to approve those
deviations. The site plan for the expansion is in compliance with lot coverage restrictions and
number of parking spaces. The site was recently paved so the design of the parking spaces is in
compliance. However, because the pavement project was initiated without prior review by City
Staff, the required curbing and green space were omitted from the project. The location of the
accessory building is in compliance with the required front and side yard setbacks. It appears
that the building is not in compliance with the 35 foot rear yard setback; a variance may be
necessary .

Recommendation:

City Staff recommends site plan approval contingent upon compliance with City Staff review
letter dated October 2, 1997.

Commission Action:

Motion to recommend that City Council approve/deny the proposed site plan for the Blatz/Mach
5 accessory building contingent upon compliance with City Staff review letter dated October 2,
1997.

Review Checklist:
PC:

City Engineer
10/07/97

.31
