<br />~ <br /> <br />This permit is issued pursuant to Section 9.03.04 and 9.1.18 of the Ramsey City Code. The <br />conditions of this permit are as follows: <br /> <br />1. This permit shall expire two years from the commencement of operations and the Permit <br />Holder shall be responsible for providing the City with at least 48 hours advance notice of the <br />date of commencement of operations. <br /> <br />2. All grading operations shall be conducted in accordance with the grading plan, prepared by <br />Passe Engineering, Inc., dated March 11, 1997, revision date . The proposed area <br />to be graded is roughly twenty-nine (29) acres in size. Excavation of the entire area shall be <br />permitted. Continuation of grading shall require finished grade areas to be restored with six <br />(6) inches of topsoil, seed and disc anchored mulch. <br /> <br />3. All equipment used for grading and hauling operations shall be maintained and operated in <br />such a manner to minimize noise, dust, and vibrations adversely affecting surrounding <br />properties. All equipment shall be kept in good repair. Failed equipment and rubbish shall <br />be removed from the worksite regularly. <br /> <br />4. The ingress and egress to the Subject Property shall be onto T.H. #47 at the location <br />proposed for its intersection with 157th Lane N.W. The Permit Holder shall provide a 75 <br />foot long gravel approach at the access point onto T.H. #47 to minimize the tracking of <br />grading materials from the site onto the public roadway. Public haul roads beyond the <br />Subject Property shall be limited to State and County roadways; The Permit Holder shall be <br />responsible for Jbtaining and cor.1plying with any permits deemed nt...'essary from Mn/DOT. <br />In addition, the Permit Holder SP"l.1l be responsible for removing any spilled material from the <br />public roads immediately upon direction to do so by the City Engineer. Failure to do so shall <br />be cause for the City Engineer to order the necessary work to be done and billed to the Permit <br />Holder. <br /> <br />5. All worksites shall be properly safeguarded to prevent the general public from depositing <br />garbage or other refuse on the worksite. <br /> <br />6. Existing tree and groundcover shall be preserved to the extent feasible. <br /> <br />7. Grading operations shall be conducted in such a manner to minimize interference with the <br />surface water drainage outside the boundaries of the operation. <br /> <br />8. Fencing may be ordered by the City Council or City Engineer anytime the permit is in force <br />and shall be installed within 24 hours of written notice. <br /> <br />9. All haul roads to and from the Subject Property shall be maintail)ed in order to minimize dust <br />and in a condition satisfactory to the City Engineer. This work shall include application of <br />water, bituminous material, or calcium chloride to the road surface as may be necessary to <br />alleviate dust nuisance and eliminate traffic hazards. This work shall also include daily <br />inspections ofT.H. #47 and the removal of spillage of any materials from the operation. <br /> <br />~~ <br />
