<br />The applicant has come forward with a request for an Interim Use Permit to allow for <br />construction' of a drive-thru specifically in association with the construction of a coffee shop. <br />She indicated staff is requesting revisions to the site plan to reduce the slope of the drive aisle <br />from the building to the sidewalk to current street standards. Also, staff is requesting that the <br />pick-up window be adjusted so that one car can safely queue to turn in front of the window <br />without driving and stopping on the sidewalk. The installation of a stop sign on the east side of <br />the sidewalk has been requested. A revised landscaping plan has also been requested to add <br />pedestrian scale vegetation and fencing. She recommended that, although drive-thrus are not <br />permitted in this district, a compromise would be to allow the drive-thru for a designated period <br />of time to accommodate the construction of a coffee shop in the core area of Town Center. She <br />recommended approval contingent upon landscaping, berming, and fencing additions to preserve <br />the intent of the pedestrian-oriented, walk able core area. She noted the term of the interim use <br />permit would be five years, renewable based on Council approval. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Van Scoy, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Brauer, Cleveland, <br />Hunt, Levine', and Trites Rolle. Voting No: None. Absent: None. <br /> <br />The public hearing closed at 9:00 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:00 <br />p.m. <br /> <br />Chairperson Nixt asked what the definition of coffee shop was. <br /> <br />Mr. Jim Deal stated it was very hard to operate a coffee shop wit~out a drive-thru. He stated they <br />did not believe their revenues would exceed ten percent from the drive-thru. He noted they <br />would also be offering sandwiches, salads, pastries, etc. He stated they looked at this as a <br />gathering place and there would be large patios around it. He stated it was not just a coffee shop, <br />but it was not a restaurant either. <br /> <br />Chairperson Nixt stated the concern he had' was the pedestrian friendly environment they were <br />trying to foster and create. <br /> <br />Mr. Deal stated he owned the property just across the street also and he could put in a drive-thru <br />on that property if he wanted because it was in a different district. <br /> <br />Planning Commission/August 3, 2006 <br />Page 10 of 16 <br /> <br />P10 <br />
