<br />Council adopt a resolution awarding salt storage building construction to low bidder, Greystone <br />Construction in the amount of$133,000. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution 06- <br />07-236 awarding, Greystone Construction the contract to construct a salt storage building. <br />Contract not to exceed $133,000. <br /> <br />Further discussion: Councilmember Elvig stated there will be a lot of savings and advantages to <br />having this salt storage building. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #7: <br /> <br />Introduce Ordinance Amending Section 9.02 (Defmitions) and9.20.11 (r-2 <br />Medium Density Residential District) of the Zoning Chapter of City Code <br /> <br />Community Development Director Trudgeon stated in accordance with direction of the Planning <br />Commission and City Council, staff has spent several months exploring City Code changes to <br />define and provide standards for "detached townhouses." In the past two years, the City has <br />received multiple applications for the development of a style of housing commonly referred to as <br />"detached townhouses." These types of units are called villas, bungalows, or cottages, but are <br />defined by the following comrrion attributes: detached units; sharing no wall; association- <br />maintained yard and common parks/street areas; and small private yard, usually no more than 5 <br />feet around the perimeter of the house. Mr. Trudgeon reviewed that staff, the Planning <br />Commission and City Council have encountered problems when analyzing these detached <br />townhouse development applications because City Code does not provide standards for them. <br />They cannot be compared with typical townhouse standards because they are not large buildings <br />with multiple units. Yet they cannot be compared with typical single-family homes because the <br />land is held in common ownership and association-maintained, usually resulting in a request for <br />small private lot sizes. <br /> <br />Community Development Director Trudgeon stated the proposed changes will define "detached <br />townhome", allow for development in R-2 districts regardless of their density, and provide <br />standards for development, specifically setbacks and building separation. In the Council work <br />session held last month regarding this matter, staff was. directed to incorporate the following <br />components to City Code: <br /> <br />1) Go forward with revising the R-2 standards to include detached townhouses. <br />2) Provide a specific definition of "detached townhouse" in City Code and change the <br />definition of "townhouse". <br />3) When reviewing proposed developments, it is suggested to review proposals as an R-2 <br />Medium Density Residential use, but require a Pl3nned Unit Development until everyone <br />is more comfortable with reviewing these against the standards. <br />4) Establish standards that would produce more space between the buildings.'
