<br />CASE #: 3 <br /> <br />Public Hearing <br />REQUEST FOR PRELIMINARY PLAT AND <br />PMLIMINARY SITE PLAN REVIEW OF EBONY WOODS; <br />CASE OF DPM INVESTMENTS, INC. <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />DPM Investments has submitted a preliminary plat and site plan to develop 6 twinhome units (3 <br />two-unit structures) on the property located on the east side of Ebony Street N.W., just south of <br />Super Bowl. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary plat <br />c) Site plan <br />d) Landscaping plan <br />e) Grading plan <br />f) Building elevations <br />g) Plan.p.ing Commission meeting minutes dated April 6, 2006 <br />h) City Council Work Session minutes dated May 2, 2006 <br />i) City Staff review letter dated August 31, 2006 <br /> <br />Notification: <br /> <br />In accordance with City Code, property owners within 700 feet of the subject property were <br />notified of the public hearing. <br /> <br />Observations: <br /> <br />The subject property is approximately 1.1 acres in size and is zoned B-2 Business. Development <br />of the property with townhomes will require an amendment to the Comprehensive Plan to change <br />the land use from Places to Shop to Medium Density Residential. The Comprehensive Plan <br />amendment, if approved, would be followed up with a rezoning of the property from B-2 <br />Business to Planned Unit Development (PUD), as required by the Mississippi River Overlay <br />District regulations (discussed below). <br /> <br />R-2 Residential District standards were used to review the proposal. The permitted density in the <br />R - 2 Residential District is 3-7 units per acre. The preliminary plat proposes 6 units on 1.1 acres, <br />resulting in a density of 5.5 units per acre. The proposed twinhome lots are all 40 feet in width <br />with the exception of Lot 6, which is 44 feet wide. The R-2 Residential District requires 50-foot.. <br />lots for twinhomes. A reduced lot width may be permitted as part of the PUD, if approved by the <br />City. All proposed lots exceed the minimum lot size for twinhomes of 7,000 square feet. The R-2 <br /> <br />17 <br />
