<br />CASE # l <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF <br />NORTHFORK o.FFICE CONDOS: <br />CASE OF SAINT ANDREWS INVESTMENT GROUP <br />By: .Breanne DaInes, Associate Planner <br /> <br />Background: <br /> <br />The City has received a'sketch plan application from Steve Ness at S1. Andrew's Investment Group <br />to develop multiple office buildings with individual units for sale at the property located north of <br />Highway JO and southwest of the railroad right-of-way. <br /> <br />The following items are enclosed for your information; <br /> <br />a) Site location map <br />b) Sketch Plan <br />c) City Staff review letter dated September 1, 2006 <br /> <br />Notification: <br /> <br />Sketch plans are not subject to a public hearing. However, property owners within 700 feet of the <br />subject property were notified of the sketch plan. A land use sign was also placed on the subject <br />property . <br /> <br />Observations: <br /> <br />The applicant is seeking to develop 15 office/warehousing buildings on approximately 6 acres in <br />the West Ramsey Industrial Park, which would house up to 45 offices for purchase. A site plan <br />application and zoning amendment to planned unit development will be required at the preliminary <br />plat stage in order to move forward as proposed. <br /> <br />This area is not served by sewer and water facilities, and is proposed to be serviced with a <br />community septic system and well within the two acre lot to the south of 156th A venue. Because <br />there are no fire hydrants to service the development, a community well must be sized to <br />accommodate fire suppression needs. The well system must also provide water for daily use and <br />irrigation. City staff has requested that all details regarding the fire suppression system are <br />reviewed by a fire protection engineer or sprinkler designer. Staff will be requiring submission of <br />full plans and details for both systems and the management agreement between an entity, the <br />developer, and the property management company at the preliminary plat stage. <br /> <br />Access is proposed to be gained from 156th Avenue, and the sketch plan indicates the construction '. <br />of three accessesonto the street. Staff has stated that only two accesses will be allowed and they <br />will need to be spaced appropriately. <br /> <br />77 <br />
