A copy of the draft Central Rural Reserve Study is included in
your packet. The open house on August 17, 2006 was well-attended, with over 250 people
attending. Staff is still collecting surveys from the participants of this open house.

Housing Survey. The Ramsey HRA sent out a housing survey to a random sample of Ramsey
residents this week. The purpose of the survey is to collect data about housing priorities. The
data will eventually be incorporated into the HRA housing plan.

August City Council meeting review. The following is a brief summary of actions taken by the
City Council that may be of interest to the Planning Commission:

Interim Use Permit to allow a drive-thru facility in the Ramsey Office Plaza in the TC-l Core
Area of Town Center. The City Council granted the interim use permit for a drive-thru for a
period of 5 years, renewable based on established criteria.

Request for Preliminary Plat, Site Plan, rezoning to PUD, and Comprehensive Plan Amendment
for Skyline Pointe. The City Council tabled action on these cases and directed Staff to work with
the County to explore options for upgrades to the County transportation system (Nowthen
Boulevard). The City Council would like a report on any transportation upgrades that are
possible before making a decision regarding this development. This is tentatively scheduled to
come back to Council on September lih, but may be on the September 26th agenda, depending
on Staff's discussion with the County.

Request for Exception from the Development Moratorium, Case of Ron Tallman of Wild Oaks.
The City Council did not look favorably upon a request from Ron Tallman to receive exemption
from the development moratorium and move forward with the cluster subdivision for Wild Oaks.
The City Council directed staff to draft findings to bring back to a later reading. This is
scheduled for the September lih Council meeting. .'

Preliminary Plat, Comprehensive Plan Amendment, and Rezoning for Amber Ridge '2nd Addftion.
The City Council approved these requests at the August 8th meeting.

85
